I'd like to just use recycled silk fabric needlefelted into a base...

 And I'd like a soft hand.

What base fabric do you recommend?

This would be for a scarf and I need it to be soft and have a soft hand.

You can use a wool blend as the foundation for felting particularly if you are using wool roving to felt into it.

You can also use cotton duck fabric or denim fabric as a foundation and they work well with the wool roving.

 

Right now, I have a sale on wool roving sampler packages on my website if you want to get some wool to

work with at a great price.  Get 6 solid colors, 3/4 ounce each, in a sampler package for $12.29.  Multicolor roving is a bit more.
