Linda, that looks like real roving, not top. When they make top they put roving through the combing process. It takes out all the short fibres and nepps. Real roving is hard to find. You can buy nepps and burrs separately from several places. World of Wool sells them. You could ask them about getting some roving. They process wool and they may be willing to sell you some that hasn’t been combed. Roving is used to spin woollen yarn and top is for spinning worsted yarn. Being short won’t stop it spinning. You can spin cotton and it is very short. If you have a local mill you could contact them about getting roving. You need to make sure they understand what you want though. So many people call top roving.
