I have needle felted onto heavier material and had it go through the washer fine. Mostly I did my daughter’s jeans (hiding holes) and my jean jacket. I did a lot on a sweat shirt and the wool shrank in the washer, pulling the fabric. With a stabiliser on back like they use when machine embroider tee shirts, you might prevent the pulling. You could try making felted snakes and then add them as part of the mane. If they are attached well they should survive washing just fine.
